Climate Action Network Eastern Europe, Caucasus and Central Asia (CAN EECCA) is a network of civil society organizations committed to combating climate change, represented in
11 countries by 48 members.
We are working to ensure that civil society in the region is strong and organized, that EECCA countries implement policies leading to climate neutrality and a green economy, and that there is climate justice coherence between the first and second processes.
In 2023, the Conference of the Parties to the UN Framework Convention on Climate Change takes place in Dubai from November 30 to December 12. With the United Arab Emirates appointing Sultan Al Jaber, president of the oil company ADNOC, minister of industry and technology and concurrent climate envoy, as COP28 President, we expect that the topic of fossil fuels and energy will be at the forefront of the negotiation.
For the region of Eastern Europe, the Caucasus and Central Asia, the issue of energy security and public access to decision-making is of fundamental importance. Considering that the use of fossil fuels is the main cause of a rapidly changing climate, as well as a catalyst for intercountry conflicts and wars, CAN EECCA believes that at COP 28 countries must agree on the need for a complete and socially just phase-out of coal, oil and gas to achieve the goals of the Paris Agreement.
We call on parties to the UNFCCC, in the COP 28 cover decision, to declare the need for a complete phase-out of fossil fuels and to accelerate a just transition to green energy.
CAN EECCA does not support the development of nuclear energy as an alternative to coal, oil and gas. Instead, investments should be directed towards the rapid development of renewable energy sources (RES).
We call on parties to the UNFCCC to agree on an annual amount of compensation for loss and damage in vulnerable countries in the form of grant support rather than loans.
A pressing issue in the upcoming negotiations will be financial compensation for loss and damage from the climate crisis. At the last COP in 2022, the parties agreed on creation of new Loss and Damage Mechanism, including a Fund.
We call on parties to increase funding for climate change adaptation measures by ensuring access to funding for local communities and NGOs.
EECCA countries have enormous potential for adaptation to climate change and the green transition. At the same time, strategies created at the national level very often remain “on paper”, without leading to concrete improvements at the local level.
We call on the negotiating parties to support the possibility for local civil society organizations and municipalities to receive climate finance and provide technical support for this.
